Climate Justice Assembly – 2023
Waterkeepers Bangladesh Initiated two-days-long Climate Justice Assembly commenced with a massive procession on November 17 at 9 a.m. On the first day, the opening ceremony began at 10 o’clock in the morning, chaired by Sultana Kamal, a prominent human rights activist and the convener of the assembly convening committee, along with Sharif Jamil, the member secretary of the assembly convening committee. The ceremony featured speeches by Saber Hossain Chowdhury MP, the Hon’ble Prime Minister’s Special Envoy on Climate Affairs and President of the Parliamentary Standing Committee on Environment, Forest and Climate Change, as well as Liddy Nakpil, Coordinator of the Asian People’s Movement on Debt and Development (APMDD), and Sharmin Murshid, CEO of Brotee. Following the opening session, four thematic discussions took place on ‘Impacts on Livelihoods, Food and Health,’ Access to Clean and Affordable Energy, Water and Employment: Impacts of The Expansion of Fossil Fuel Projects,’ And ‘Impacts on Deltaic Ecosystems and Reflections and Roles of The Youth for Climate Justice.’ These sessions included the participation of local affected individuals and experts from both local and international backgrounds.
ওয়াটারকিপার্স বাংলাদেশ এর উদ্যোগে ১৭-১৮ নভেম্বর, ২০২৩ স্ট্যামফোর্ড বিশ্ববিদ্যালয়ের সিদ্ধেশ্বরী ক্যাম্পাসে অনুষ্ঠিত হয় জলবায়ু ন্যায্যতা সমাবেশ ২০২৩। উক্ত সমাবেশে সর্বমোট সহস্রাধিক অংশগ্রহণকারী বিভিন্নভাবে অংশগ্রহণ করে। বিশেষ করে বিদেশী বক্তা, দেশের জলবায়ু পরিবর্তনে ক্ষতিগ্রস্থ বিভিন্ন এলাকা থেকে আগত স্থানীয় পর্যায়ের মানুষজন ও নীতি-নির্ধারকরা অংশ নিয়ে সমাবেশে নিজেদের বিভিন্ন বক্তব্য তুলে ধরেন।
১৭ নভেম্বর প্রথম দিন সকাল ৯ টায় বিশাল র্যালি অনুষ্ঠিত হওয়ার মাধ্যমে দুইদিন ব্যাপি জলবায়ু সমাবেশের কার্যক্রম শুরু হয়। ক্রমান্বয়ে সকাল ১০ টায় বিশিষ্ট মানবাধিকার কর্মী ও সমাবেশ প্রস্তুতি কমিটির আহবায়ক সুলতানা কামালের সভাপতিত্বে ও সমাবেশ প্রস্তুতি কমিটির সদস্য সচিব শরীফ জামিলের সঞ্চালনায় উদ্বোধনী অনুষ্ঠান শুরু হয়। যেখানে বক্তব্য রাখেন মাননীয় প্রধানমন্ত্রীর জলবায়ু বিষয়ক বিশেষ দূত এবং পরিবেশ, বন ও জলবায়ু পরিবর্তন মন্ত্রণালয় সম্পর্কিত সংসদীয় স্থায়ী কমিটির সভাপতি সাবের হোসেন চৌধুরী এমপি, মূল প্রবন্ধ তুলে ধরেন এশিয়ান পিপলস্ মুভমেন্ট অন ডেট অ্যান্ড ডেভেলপমেন্ট (এপিএমডিডি)’র সমন্বয়ক লিডি ন্যাকপিল ও ব্রতীর প্রধান নির্বাহী শারমিন মুরশীদ। উদ্বোধনী পর্ব শেষে মোট চারটি অধিবেশন – ‘জীবিকা, খাদ্য এবং স্বাস্থ্যের উপর প্রভাব’, ‘বিশুদ্ধ শক্তি, জল এবং কর্মসংস্থানের অধিকার: জীবাশ্ম জ্বালানী প্রকল্পের সম্প্রসারণের প্রভাব’, ‘বদ্বীপ বাস্তুতন্ত্রের উপর প্রভাব ও সর্বশেষ জলবায়ু ন্যায্যতায় তরুণদের ভাবনা’ শীর্ষক বিশেষ আলোচনা অনুষ্ঠিত হয়। ওই সকল আলোচনায় বিভিন্ন এলাকা থেকে আগত স্থানীয় ক্ষতিগ্রস্থ মানুষদের পাশাপাশি দেশি-বিদেশি বিশেষজ্ঞরা অংশ নেন।
On the second day, November 18, at 10 a.m., an open discussion provided a comprehensive overview of the previous day’s deliberations. Subsequently, leaders from the Meghna basin, Brahmaputra, and coastal areas convened in separate sub-groups to discuss specific local issues, generating proposals for the main declaration. These proposals and demands were unveiled during a press conference on the assembly stage in the afternoon. Sharif Jamil, the coordinator of Waterkeepers-Bangladesh and member secretary of the Convening committee, declared during the press conference chaired by advocate Sultana Kamal, the convener of the conference Convening committee and former advisor to the caretaker government. The two-day climate justice assembly culminated in the ends of a 33-point declaration.
১৮ নভেম্বর শনিবার, দ্বিতীয় দিন সকাল ১০ টায় মুক্ত আলোচনায় পূর্ববর্তীদিনের আলোচনা থেকে একটি সামগ্রিক প্রেজেন্টেশন উপস্থাপন করেন। এর পরপরই মেঘনা অববাহিকা, ব্রহ্মপু্ত্র, ও উপকূলীয় এলাকার নেতৃবৃন্দ বিভিন্ন উপগ্রুপে বিভক্ত হয়ে পৃথক অধিবেশনে স্থানীয় বিভিন্ন সমস্যার বিষয়ে আলোচনা করে মূল ঘোষণার জন্য প্রস্তাবনা পাঠান। বিকেলে সমাবেশ মঞ্চে এক সংবাদ সম্মেলনে এ সকল প্রস্তাবনা ও দাবি তুলে ধরা হয়। সম্মেলন প্রস্তুতি কমিটির আহ্বায়ক ও তত্ত্বাবধায়ক সরকারের সাবেক উপদেষ্টা অ্যাডভোকেট সুলতানা কামালের সভাপতিত্বে সংবাদ সম্মেলনে ঘোষণাপত্র পাঠ করেন ওয়াটারকিপার্স-বাংলাদেশের সমন্বয়ক ও প্রস্তুতি কমিটির সদস্য সচিব শরীফ জামিল। দু’দিনব্যাপী জলবায়ু ন্যায্যতা সম্মেলনে ৩৩দফা প্রস্তাবনা দাবি তুলে ধরা হয়।
